Trump's "Big Beautiful Bill" Passes
HFC negotiations at the White House with President Trump yield wins
Around 7 AM EST this morning, President Trump’s “Big Beautiful Bill” passed the House by a vote of 215 to 214.
Thanks to House Freedom Caucus negotiations over the last two months, and further negotiations at the White House with President Trump yesterday and into the night, HFC was able to do deals with President Trump and yield a number of wins (listed below) for the American people.
On Tuesday morning, President Trump spoke in front of the entire Republican conference in the basement of the U.S. Capitol and said this:
“I love the Freedom Caucus. Freedom Caucus are my guys.”
Even with the mutual admiration between HFC and President Trump, HFC leadership knew that there were a number of wins for President Trump’s agenda that needed to be negotiated into the bill.
Here are EIGHT of those wins negotiated by HFC that were not in the original bill:
Forced the GOP Conference to exceed $1.5 trillion in deficit reductions, 5 times greater than the measly $300 billion House leadership planned in the beginning of this process.|
Fully funded defense via reconciliation with Republican votes outside appropriations to ensure discretionary spending will be kept flat at minimum in FY26 and FY27. This breaks the Swamp’s traditional “handcuff” where Democrats leverage our national security to secure spending increases in their beloved wasteful, woke and weaponized non-defense bureaucracy.
Moved Medicaid work requirements implementation to 2026 from 2029, thereby ensuring they take effect this Congress, and greatly strengthened them by eliminating a number of waivers and discretion.
Significantly improved the elimination of the Green New Scam from the original bill: (1) Created a new “commence construction” deadline where any new projects must be 5% underway within 60 days of enactment to be eligible for wind and solar tax credits (45Y and 48E); and (2) all wind and solar tax credits must be fully operational in service by 2028 while President Trump is in office to obtain subsidies instead of the original 2031 phased out date.
Through legislative and executive action, State Directed Payments (SDP) will be capped at Medicare reimbursements to ensure Medicaid recipients are not receiving higher rates than America’s seniors. This will serve as a disincentive for further Medicaid expansion under Obamacare that continues to prioritize the able-bodied over the most vulnerable.
Illegal aliens — including those permitted into the country by Biden — will no longer be eligible to remain on Medicaid, be eligible for welfare benefits, or receive tax subsidies.
Medicaid will now be prohibited from providing transgender/“gender affirming care” to adults and children (rather than just children as in the original bill).
The unconstitutional taxation and registration of firearm suppressors will now be entirely eliminated, thereby ending a longstanding infringement of Americans’ Second Amendment.
